استفتاء "كلنا خالد سعيد": حمدين صباحي في المرتبة الأولى بأكثر من 100 الف صوت

في استطلاع تقوم به صفحة "كلنا خالد سعيد" على موقع التواصل الاجتماعي - الفيسبوك، حل المرشح لإنتخابات الرئاسة المصرية حمدين صباحي في المرتبة الأولى، متفوقا على باقي المرشحين الآخرين.
وحصل حمدين صباحي حتى الآن على أكثر من 100 ألف صوت، فيما حل المرشح عبد المنعم أبو الفتوح في المرتبة الثانية حاصلا على 70 ألف صوت تقريبا، اما المرتبة الثالثة فكانت من نصيب المرشح أحمد شفيق مع 30 ألف صوت.

U.S. resumes Bahrain arms sales despite rights concerns

"(Reuters) - The United States will resume some military sales to Bahrain, a key Gulf ally facing Iran, despite human rights concerns linked to months of popular protests against the island kingdom's rulers, the State Department said on Friday.

The Obama administration notified Congress that certain sales would be allowed for Bahrain's defense force, coast guard and national guard, although it would maintain a hold on TOW missiles, Humvees and some other items for now, the department said in a statement.

"We have made the decision to release additional items to Bahrain mindful of the fact that there are a number of serious unresolved human rights issues that the government of Bahrain needs to address," the statement said......"

"(Rabat, May 12, 2012) – The sentencing of a rapper on May 11, 2012 to one year in prison for “insulting the police” shows the gap between the strong free-expression language in Morocco’s 2011 constitution and the continuing intolerance for those who criticize state institutions. The sentence was handed down one week before the opening of the international Mawazine music festival in Rabat, which is held under the patronage of King Mohammed VI.

Mouad Belghouat, better known as “al-Haqed” (the sullen one), has been in pretrial custody since March 29 because of his rap song “Kilab ed-Dowla” (Dogs of the State), which denounces police corruption, and a YouTube video set to the song.

“Morocco hosts one famous international music festival after another each spring, but meanwhile it imprisons one of its own singers solely because of lyrics and images that displease the authorities,” said Sarah Leah Whitson, Middle East and North Africa director at Human Rights Watch.

The first-instance criminal court of Ain Sbaâ (Casablanca) found Belghouat guilty of “showing contempt” toward “public servants in the exercise of their duty,” with the intention of “undermining their honor,” under article 263 of the penal code, and “showing contempt” toward state institutions, under article 265. The court rejected all motions to free Belghouat pending a definitive verdict. His lawyers said they planned to appeal......."

أفكار حول الثورة السورية تحديدا

"- لا يمكن أن يستمر النظام السوري على حاله، وكان عليه إما أن يتغير أو يغيره الشعب السوري. وقد اختار النظام ألا يتغير، ومن هنا فسوف يغيّره الناس.

ربما كان النظام السوري قابلاً للاستمرار لو أنه كان مستعدا للتغير، ولو أنه قام -منذ اندلاع حادثة الحريقة في فبراير/شباط (ثم انتفاضة درعا من أجل الكرامة والحرية)- بوضع إستراتيجية إصلاح تدريجية -لكنها واضحة الهدف- تهدف لتحقيق تسويةٍ استباقيةٍ بينه وبين المجتمع، في شكل ربط متطلبات استمرار نظامه مع تحقيق المطالب الأساسية للمجتمع السوري.

لكن تباطؤه، ثم تردده بين سياسات الحوار الشكلي وبين سياسات الحسم الأمني -الذي انتهى بتبني الإستراتيجية الأمنية المتشددة- جعل السلطة فعلياً تنزلق من مجال الحل السياسي الاستباقي إلى الحل الأمني.

وجعلت نتائج هذه السياسة الأمنية أفكار و"سياسات الإصلاح المجمدة" كافة من خلفها. وما كان ممكناً القبول به لم يعد ممكناً قبوله بعد تطور الأحداث. ويشير إلى ذلك طرح شعار إسقاط النظام. فهو لم يرفع إلا بشكل متأخر نسبياً. وكان المقصود به هو تغيير طريقة النظام بما يعبّر عن تطلع المجتمع لتحقيق تسوية بينه وبين النظام. وكان ممكناً للنظام أن يستمر لو أن الرئيس بشار الأسد اختار أن يكون نصيراً للتغيير، وأن يقوده. وكان ممكناً له أن ينجح بدرجات معينة، لكنه اختار خطاب الثلاثين من مارس/آذار 2011 الذي لا بد -بكل تأكيد- من أن ترصده أي دراسة لاحقة على أنه بداية خسارة ما كان يراهن عليه الناس. فما هو مؤكد أن الناس في حلب ودمشق الذين خرجوا وهم يهتفون يومي 27-28 مارس/آذار لم يكونوا جميعاً موظفين أو حزبيين، بل كان فيهم كثير من الناس العاديين المنفعلين بما يحدث، وتحديداً بسقف إصلاحات وعدوا بها بنبرة تفيد بـ"أن انتظروا غداً الثورة الإصلاحية التي سيعلنها الرئيس". وما إن انتهى الخطاب حتى شعر الناس بصفعة الخيبة. هذا حدث بسيكولوجي واجه الجميع، ووضعهم في لحظة اضطراب رهيب بين ما هو متوقع ومأمول والصفعة الواقعة، وحديث المؤامرة، و"إما أن تكون معي أو ضدي".

2- خيار النظام بين الإصلاح وبقاء النظام على حاله هو خيار وهمي. ما لا يدركه النظام هو أنه في المراحل الثورية يكون خيار الناس بين الإصلاح التدريجي -ولكن الجذري- والثورة على النظام. والثورة في سوريا تختلف تماما. أولا، بسبب درجة قمعية النظام. وثانيا، بسبب طبيعة المجتمعات في المشرق العربي.

3- إن أي محاولة جدية تتضمن إجراءات ملموسة ومقنعة كانت ستلقى الترحيب من الناس، لكن ما جرى ويجري في سوريا هو عكس ذلك. وتمثلت الطامة الكبرى في أن الرئيس في خطاب 30 مارس/آذار قد قام بهدر ما يحتمل أنه رصيد له. وفي مثل نظم هرمية تقوم على رأس الهرم كان ذلك يعني نتائج خطيرة، خسر فيها الرئيس والنظام والمجتمع فرصة الانتقال التدريجي لكن الجذري والواضح المحطات والأهداف.لم تعد غالبية الناس تنتظر الإصلاح، بل أصبحت غالبيتها تعتقد أنه لا بد من تغيير النظام، وهي إما مشاركة أو جالسة تحسب ثمن التغيير.

4- إن دور خصائص القيادة الفردية كبير في تطور الأحداث التي تقع في مفارق التغيرات الكبرى. ولقد كان أداء هذه الخصائص الفردية للرئيس مدمراً على ما كان يحتمل أن يتم. والفكرة أن هناك سيرورة يمكن أن تكون حافلة بالمفاجآت وليس حتميات من نوع: "النظام عاجز بنيوياً عن القيام بإصلاح". ولكن النظام رجح كفة الحتميات. هذا الترجيح بحد ذاته هو الذي كان قرارا احتماليا قبل أن يتخذ.

5- المشكلة في أن نظاماً من نوع النظام السوري يجر بانهياره الهيئة الاجتماعية برمتها لاحتمال الانهيار، والدخول في دوامة طويلة المدى من الاضطرابات والاصطفافات بحكم التركيب المتنوع للمجتمع السوري، وعلى المستوى الإقليمي يمكن أن يجر انهياره كامل إقليم المشرق إلى فخ التفكك الطوائفي والعشائري فعلياً... من الواضح حتى الآن أن سيرورة الأحداث تسير بسوريا نحو هذا الاحتمال الكارثي الذي يخسر فيه الجميع، ولكن بإمكان قوى الثورة تغييره لو أرادت وتنظمت وشكلت لها قيادة وطنية مستقلة تحمل طابع القوى الاجتماعية المناضلة على الأرض، وليس طابع الصراعات القديمة.

6- يقوم النظام السوري على استبداد أمني قمعي وعلى تحالف مع أصحاب المصالح أساسه الخدمات المتبادلة والفساد. وما حدث في دور رجال الأعمال هو تطور دورهم وتأثيرهم بشكل سريع على غرار دور الطبقة المصرية وتمركزها حول جمال مبارك. هذا ما اضطلع به أقوياء رجال الأعمال المتحالفين مع أقوياء البيروقراطية الأمنية.لو أن أي مثقف أو مواطن كتب أو نشر أو قال ما قاله مخلوف لسجن. ما قاله مخلوف -من دون أن يتلقى عقاباً- جعل النظام يخسر ورقة شرعية السياسة الخارجية.

7- يخشى النظام في سوريا من أن أي إصلاح سوف يؤدي إلى أن يفلت من يده زمام المبادرة. فهو يرسخ مجموعة من المخاوف والأوهام يحميها القمع، وخشي النظام من أن أي ارتخاء في قبضته قد يبددها. وبعد أن تتبدد تبدأ حالة انهيار لا يمكن وقفها. هذا هو موقف النظام من أي إصلاح جذري. كانت المخاوف تعبر عن قصر في الرؤية كما كانت تعكس "الخوف من الإصلاح" بسبب المصالح.

8- لقد قرر النظام السوري وأد الاحتجاج في المهد، وبأي ثمن، لكي يتجنب أي تراجع أمام المظاهرات نحو الإصلاح الاضطراري، مما يشجع الناس على الاستمرار في الثورة. ومن هنا الوحشية غير المسبوقة في نهج النظام السوري في التعامل مع أعمال الاحتجاج. لقد اتخذ قرارا بمنع الاعتصامات في المدن وكانت الوسيلة حصد المتظاهرين بالرصاص الحي.

خلال التطبيق الكارثي لهذه الإستراتيجية لم يخرج أي مسؤول سياسي أو جبهوي أو حكومي لقول شيء، إلى أن خرج أخيراً الأمين القطري المساعد للحزب لينفي أي فكرة لدى آخر ساذج حول الإصلاح، ويحدد سقفاً لم يعد مقبولاً، ويقود النظام إلى هاوية.

9- قرار النظام السوري هذا هو أيضا السبب من وراء بعض الخطوات التي تنم عن صلف وغرور، ويعتبرها حتى بعض مؤيديه غبية. وهي ليست مجرد غباء، بل هي قسوة حمقاء. وقرار النظام بوأد الثورة أمنيا هو السبب في أن دعاية النظام والناطقين الإعلاميين باسمه تبدأ وتنتهي بالشتم والسباب. فلا يمكن النطق باسم أعمال كهذه وتبريرها والاحتفاظ بصورة الإنسان في الوقت ذاته. أحرجت الإستراتيجية الأمنية للنظام أصدقاءه والمعتدلين في المعارضة والنظام نفسه، وجعلته يتكبد خسائر معنوية وسياسية كبيرة.

10- ما أخر الانتفاضة في المدن الرئيسية هو الأسباب التالية مجتمعة: القسوة الوحشية وشدة القبضة الأمنية في المدن الرئيسية، وكثرة أصحاب المصالح التجارية والموظفين، والخوف من المخاطر والفوضى في ضوء المثالين العراقي والليبي، واستعادة ذكريات ومخزونات حوادث حلب وحماة في الثمانينيات. ومع ذلك تحركت حماة ببطولة، وكانت هنالك تحركات بطولية في دمشق. ولكن لا بد من أن تدرك حلب ودمشق، إن تحركهما هو الضمان ضد الفوضى.

11- أصبح التظاهر والاحتجاج ممكنا في الأطراف. وقد واجهه النظام بوحشية، وتم الرد عليه باصطفافات محلية يذكيها منطق "النصرة" و"التضامن"، فاستفراد الدولة بالناس في الأطراف يتخذ طابعا وحشيا تحقيريا مُذِلا. لقد قاومه السكان ببسالة وكرامة. وفي بعض المناطق تتحول الثورة إلى ثورة أرياف. ولا توجد في التاريخ ثورة أرياف سلمية. إن من يواجه اعتداء على بيته وعائلته وأهله ويدافع عن نفسه لا يتجاوز الأصول المرعية في أي ريف في العالم.إن قابلية التسلح فيما لو توفرت شروطها الأخرى (أي عدا شرط توفر السلاح) هي حقيقة محتملة في سوريا ضمن منطق الدفاع، وسيفتح ذلك المجال لاستغلال لاعبين متعددين هذا الاحتمال. هذا احتمال لا نشجع عليه لكن يجب ألا يُتجاهل في مجال التصورات.

12- ما يقوم به النظام من عدم الاكتفاء بدور الأجهزة، وزج الجيش مباشرة في قمع المتظاهرين بوحشية، هو أمر خطير للغاية. فتعامل الجيش مع مواطنين بقمعية يعني أنه يتعامل معهم كأعداء، وهو وضع لا يمكن أن يستمر. وسوف يؤدي إلى المساس بالجيش نفسه، من حيث معنوياته ونظام الانضباط والطاعة وعقيدته القتالية. والنظام يتحمل المسؤولية عن ذلك. الدوس على أبناء الوطن الملقى بهم مكبلين على الأرض ليس بطولة ولا شرفا، ومن يقوم به ليس حاميا للديار. وسوف يثبت الزمن أن مثل هذا السلوك يعجز حتى عن حماية النظام.

13- لا يمكن أن تحتج الطبقات الوسطى والبرجوازية ومثقفو المدينة على طابع الثورة هذا، فعدم مشاركتهم الفاعلة في الثورة هو السبب الرئيسي لقسوة الدولة هذه في الأطراف. ومشاركتهم قد تسمح بحوار عقلاني نقدي في الثورة حول طريقها ونهجها.

كانت تلك الطبقات مستفيدة من ثمار النمو. مثلاً خرجت طبقة كاملة من ميدان التأثير بسبب ذلك وتفضيلها مصالحها واستنزاف العمل اليومي لتلبية الحاجات المستجدة في مجتمع السوق الاستهلاكي.

14- النظام السوري ليس مذهبيا دينيا كالنظام الإيراني الذي يعتمد على ولاية الفقيه الغائب، ولكنه في الوقت ذاته أقل تعددية، ويستخدم إيديولوجية حزبية كان لها دور هام في يوم من الأيام حتى تحولت إلى أداة بيد النظام والأجهزة الأمنية. كما يستخدم ولاءً اجتماعيا طائفيا من دون أن يكون قط نظام طائفة بعينها. وفي فترة من الفترات وحتى أيام المواجهة مع الإخوان كان قسم كبير من المعتقلين من العلويين. ولكن في أوقات الأزمات والاصطفافات هناك من يوتر الورقة الطائفية.

15- استخدام الولاء الاجتماعي والعشائري والإقليمي لا يعني أن الطائفة تحكم، بل يعني توليد عصبية لتمتين ولاء الأجهزة الأمنية للنظام.

16- قد تكون الطائفة فقيرة ومضطهدة بل أفقر وأكثر عرضة للاستغلال من غيرها، ولكن النظام يشعرها بأنها مستهدفة. ووجود اتجاهات وهتافات وشعارات من بعض المتطرفين أو المتعصبين يعزز ذلك ويطوره. والنظام يحاول أن ينشر هذا الشعور بين الطوائف الدينية عموما، فينتج طائفية. ويحول ما هو أمر عابر في المظاهرات إلى شأن أساسي في دعايته.

17- الطائفة الاجتماعية الأهلية موجودة. أما الطائفية السياسية فليست قائمة بشكل طبيعي في المجتمعات، إنها تُصنَع بالتدخل الأجنبي وباستخدامات الدولة والمعارضة وأصحاب المصالح.

18- إذا كان النظام يستخدم التهويل والتحشيد بأساليب تحريضية، فإن على المعارضة التي تريد بناء دولة مدنية أن تطرح خطابا مدنيا ديمقراطيا يقوم على بناء الوطن الواحد لجميع مواطنيه، وعلى عروبة سوريا، وعلى التزامها بدورها التاريخي في المشرق العربي، محصنة في وحدتها وتنوعها ضد الطائفية.

19- والأساس هو تثوير الوطن كله بما فيه المدن الكبرى وليس توقع الدعم الخارجي سواء كان تركياً أو غربيا، أو خليجيا. لكل الدول أجندات متعلقة بمصالحها. وفي حالة الغرب ليست المجتمعات العربية مضطرة لتقديم التنازلات السياسية كما فعلت الأنظمة. إن خيار الديمقراطية وإرادة الشعب هي الأمور التي تفرض نفسها على الرأي العام الغربي.

20- إن من يريد أن يحكم سوريا يجب أن يتقن قيادة الثورة نحو نهايتها المتعلقة بتغيير النظام السياسي القائم، وأن يضع تصورا واضحا واثقا وموثوقا لسوريا ديمقراطية تقوم على المواطنة بحقوقها المدنية والاجتماعية والسياسية. كما يجب أن يثبت منذ الآن أنه يتقبل الحوار العقلاني والنقدي. كما يجب أن يعلم أن قيادة سوريا هي شأن لا يدخل المشرق العربي كله ضمن سلطته بالطبع، ولكنه يقع بالتأكيد ضمن مسؤولياته السياسية المباشرة. وهذا يشمل فلسطين ولبنان، ومكافحة الطائفية في العراق، ورفض التبعية السياسية لإيران وتركيا، والتعامل مع الصهيونية كخطر وجودي على المنطقة.

لا تتوقف المسألة على التخلص من النظام، بل يتطلب الأمر رؤية، وبرامج واقعية، وقيادة مسؤولة. وهذه هي مهمة القوى الوطنية الديمقراطية الجذرية حاليا.

UAE: Expanded Crackdown on Islamist Group


With Two New Arrests, 11 members of Islamist al-Islah Detained

"(Beirut) – United Arab Emirates (UAE) authorities have expanded their crackdown on peaceful political activists with the recent arrests of two more members of a non-violent political association advocating greater adherence to Islamic precepts, Human Rights Watch said today. The new arrests, of Saleh al-Dhufairi and Salem Sahooh, bring to 11 the total number of detained members of the group, the Reform and Social Guidance Association (al-Islah), since late March 2012. Authorities should end this crackdown immediately, and release all activists detained simply for exercising their right to freedoms of expression and association, Human Rights Watch said.

Al-Islah sources and family members told Human Rights Watch that the recent arrests appear to have been motivated solely by the men’s affiliation with the association. Members of the group have been increasingly critical of government policies and the actions of security services over the past year, and several signed a petition submitted in March 2011 to UAE authorities demanding democratic reforms.

"CAIRO: The International Labor Organization (ILO) on Thursday in its annual report on workers’ freedoms globally, criticized the continued absence of trade union freedoms and workers’ rights in Egypt, and subsequently listed Egypt on the black list of countries that do not respect trade union freedoms.

The ILO placed Egypt on the “short-term” black list, giving it a chance until May 30, to legalize its status through the issuance of a law on trade union freedoms in accordance with Conventions 87 and 98...."

"Journalists should be protected. They should not face violence or arrest for doing their job. In Egypt, this is the farthest from the truth, where yet again this past week we saw reporters beaten, attacked and ultimately arrested by the military junta in Egypt that time and time again is unwilling to promote the very revolution that they supposedly protect.

Over and over we have come to the same disturbing reality; Egypt’s military does not support press freedom, instead works against it in a way that would make the former Mubarak government proud and supporting. The military has done more to destroy the national media’s optimistic opening following the February 2011 removal of Mubarak than any other group. In many ways, the military, as it kills its own citizens, silences the truth and manufactures a reality that national government-run dailies regurgitate without a thought to its certainty......

With repeated violations of press freedom committed by the Egyptian military, the gross misuse of power, their disregard for basic human rights and the killing of its own citizens in what seems to be monthly, it is frustrating that many journalists in the country espouse a belief that there is truth to the military stance. These reporters, when the future new Egypt that recognizes its revolutionary goals, will have to face the public and their lies and culpability in this era of military violence, will be made manifest.

The truth will win. It always does."

The MOD sit-in: Sometimes with the Islamists, Never with the State…

".....There are those who by default will stand against anything Islamist, anything with a beard or niqab, and will avoid them like a plague. Hence their position varied from neutrality, as if this fight between the Islamists and the army is happening on another planet; or praying that the two sides by some miracle will finish one another off; or support the army’s crackdown on those Islamists.

And of course you got the usual “مش وقته” chorus, which always comes up whenever there are clashes with the police and the army, shouting “It’s not the time for this, we have other important matters.” And usually those “important matters” are elections, or another SCAF-sponsored milestone in the political process.

But the “Islamists” are NOT a unified homogenous block. We are talking about millions of Egyptians from different backgrounds and provinces who are part of the Muslim Brotherhood and the different Salfist groups. It’s even wrong to lump “Salafists” all in one basket. Let’s remember that young Salafis took part in the January 2011 uprising contrary to virtually all the Salafi celebrity sheikhs’ pro-Mubarak position. Many of the workers I have been bumping into during strikes from 2007 onwards have beards that almost reach their bellies and are followers of Salafi sheikhs. The latter had prohibited strikes and demonstrations, yet their poor followers obviously were moving in a different direction. Already the salafi movement is splintered, and the dismal performance of Abu Ismail in the crisis, including disowning repeatedly his supporters, is bound to create a disillusioned base. Isn’t there a critical mass that could be won to the side of revolution? Of course there is, and the revolutionary socialists have to play a role in influencing this base as much as they can, according to their capabilities and political weight.

There is nothing more farcical than the notion that the Muslim Brotherhood is an iron fist organization whose members are following the Supreme Guide’s orders blindly. The organization has been marred with factions and splits for years along generational and class lines. Despite refraining from mobilizing an entire year following February 2011, there is not a single time a serious clash happened with the state without stumbling on a group of young MB members who attended the protests or the clashes contrary to the group’s line. And I personally witnessed that on several occasions.

What do you do as a revolutionary socialist in the midst of this? One should not stop exposing the hypocrisy and the counterrevolutionary politics of the MB leadership, but we should not give up on trying to attract the youth and those in the MB who are sincerely pro-revolution once again to the revolutionary camp and even winning them to socialist politics, something that I’m also increasingly witnessing. And that’s not going to happen by sitting on Twitter and ranting about the MBs like many leftists are doing, but by physically being present on the ground in the events they organize, and continuously argue and debate with their young members. And when a fight breaks out with the state, you don’t withdraw and say may God burn them both, you have to take sides. But you take sides, while still maintaining your organizational independence and fight under your own red banner and shout your own chants......"

An Iranian cartoonist has been sentenced to 25 lashes for a caricature of a local MP, the semi-official Ilna news agency has reported.
Ahmad Lotfi Ashtiani, MP for Arak, took offence to a cartoon published in Nameye Amir, a city newspaper in Arak.
The cartoonist, Mahmoud Shokraye, depicted Ashtiani in a football stadium, dressed as a footballer, with a congratulatory letter in one hand and his foot resting on the ball.
Iranian politicians, including Ashtiani, have been recently criticised for interferring in the country's sports. The MP's forehead in the cartoon (as also in reality) has a dark mark, said to be the sign of a pious muslim, caused (supposedly) by frequent prostration during prayer.
Shokraye was subsequently sued by the MP for having insulted him. A court in Markazi province, of which Arak is the capital, sentenced the cartoonist to 25 lashes – an unprecedented punishment for an Iranian cartoonist.

Egypt-Israel Gas Issue Becoming Explosive

"CAIRO, May 9, 2012 (IPS) - The two weeks since Egypt's abrupt cancellation of a Mubarak-era gas-export deal with Israel have seen an exchange of indirect threats and warnings between the two countries, culminating in an apparent Israeli military build-up on the border of Egypt's Sinai Peninsula.

"In recent days, Israel appears to have begun preparing for military deployments on its southern border," Tarek Fahmi, head of the Israel desk at the Cairo-based National Centre for Middle East Studies, told IPS.......

In a further apparent escalation last week, reports emerged that Israel planned to deploy at least 22 reserve battalions to its borders with Syria and Egypt due to "growing instability" and possible "security threats" emanating from both countries. Israel's military has reportedly already approved official requests for the call-up of reserve forces.

"Recent developments point to an Israeli military build-up on the border with Sinai, carried out in order to deal with Egypt from a position of strength," said Fahmi. Solomon was among the respondents to a new AP-GfK poll, released today, that shows support for the war in Afghanistan has reached an all-time low, with only 27 percent of Americans saying they back the war and roughly half of those say that the ongoing American occupation is doing more harm than good.

Despite this growing lack of support, President Obama has promised to keep combat troops in Afghanistan until 2014, and the status agreement recently signed with his Afghan counterpart, Hamid Karzia, will keep US troops on the ground until at least 2024....

Regarding the former, several commentators and some of his own ministers have argued that Mr Netanyahu now has a free hand to attack Iran and destroy its alleged nuclear-weapons programme.

More likely, the expanded coalition will make little difference to Israeli calculations over Iran. Mr Mofaz, like most of the security establishment, opposes an attack. But Mr Netanyahu will doubtless exploit his strengthened position to increase the rhetoric against Tehran and add to the pressure for action from the US and Europe.

For Palestinians, it can mean only more of the same. Mr Mofaz, who tried to distinguish himself by proposing a miserly peace plan that would see Palestinians holed up in a series of enclaves, lacks the political weight to deflect Mr Netanyahu from his even more intransigent approach.

But at least for Mr Netanyahu, the Kadima leader will cut a more presentable figure in Washington than Mr Lieberman as an advocate for Israel's hard line.

Bahrain: Activist arrested over 'insulting' tweets must be freed

"A prominent human rights activist detained for posting tweets deemed "insulting" to Bahrain's Ministy of Interior must be released, Amnesty International said.

Nabeel Rajab, the director of the Bahrain Centre for Human Rights, was arrested on Saturday evening and has been charged with "insulting a national institution"."

This is the Bahraini authorities' latest attempt to clamp down on dissenting voices in the country," said Philip Luther, Director of Amnesty International’s Middle East and North Africa Programme.

"Nabeel Rajab is a prisoner of conscience and he must be immediately and unconditionally released."Rajab was arrested on arrival at Bahrain International Airport, following a trip to Denmark, Sweden and finally Lebanon.

Just before travelling abroad, he had been summoned for questioning by the Public Prosecutor after the Ministry of Interior accused him of sending "insulting" tweets. He did not attend because of his travel......."

من يبرر قتل شعب يقتل الإنسان الذي فيه

"عندما يقوم نظام بإرسال دبابات كي تقصف أبناء شعبه في مدنه وأحيائه السكانية فإن الرد "الغريزي" المتوقع من صاحب موقف أخلاقي هو الوقوف مع الشعب ضد النظام. ففي نظرهِ، سواء أكان ديمقراطيا أم لا، يصبح نظام ما غير شرعي إذا وجد نفسه مضطرا لقتل الناس وقمعهم وتعذيبهم بالجملة لكي يبقى في الحكم، وذلك لأن الشعب لم يعد يقبل به، أو لم يعد يحتمل العيش تحت حكمه.

ثمة عطلب أخلاقي في إنسان يجد نفسه يبرر القتل باسم مؤامرة أو غيرها، أو باسم هدف سام يخدمه النظام، متناسيا آلام الشعب نفسه في الطريق، فإنه يفقد إنسانيته هو أيضا، ويشوه ذاته وهو يثرثر حول المؤامرة.

لا يمكن أن يكون إنسان مع المقاومة فعلا وأن يتجاهل حق شعب في مقاومة الظلم اللاحق به. ولا بد أن دافعا آخر دفعه للوقوف مع المقاومة... وقد يكون صادقا فعلا في موقفه، ولكنه يدافع عن المقاومة ككائن ميتافيزيقي لا علاقة له بالناس وبالمقاومة العينية والظلم العيني. ولا فضل لهذا الموقف الثاني على الأول.

ولا يمكن ان يقف إنسان مع فلسطين ضد احتلالها وضد معاناة الشعب الفلسطيني والأمة العربية من هذا الاحتلال، وأن يبرر باسمها قمع شعب آخر. وحتى إذا افترضنا الصدق فإنه لا يقف مع فلسطين الفعلية الحقيقية وأهلها في فلسطين والشتات، بل مع كيان ميتافيزيقي قائم في رأسه هو. فمعاناة الفلسطينيين الفعلية في الداخل والشتات هي مسؤولية ورسالة تمنع من تأييد المستبدين، وترى المعاناة ومن ضمنها تل الزعتر، وحرب المخيمات الرهيبة وصبرا وشاتيلا، التي يقف أحد مرتكبيها مع النظام السوري حاليا ويوزع شهادات في الوطنية والعمالة على الوطنيين الأحرار.

إن عقلية من يبرر معاناة الناس الشعوب وإذلالها وقتلها من أجل قضية أسمى من الشعوب هو أسير نفس العقلية البلشفية الفاشية التي بررت لستالين قتل الملايين من أحل قضية سامية، حين كان يدوس على كل القضايا السامية والنبيلة في الطريق، ليتبين أنه منذ البداية كان يدافع عن نظام فاسد ظالم وقاتل ومستبد، والمصيبة أيضا أنه تحت المتوسط في الإداء وغير ناجع في شيء سوى القتل والتفنن في الإذلال.

هنالك من تقاطعت طريقه في النضال ضد اسرائيل مع سوريا ومع المقاومة، وتحلف معهما ضد إسرائيل. وكان يعرف طبيعة النظام، ولكن إسرائيل موجودة، والشعب لم يثر بعد، ولا يفترض ان يقوم مقام الشعب السوري في نضاله. ولكن حتى هذا لم يكن شرعيا ولا مسموحا له أن يتهم ضحايا النظام بالتآمر، ولا أن يبرر قمع النظام لشعبه، ولا حتى في تلك المرحلة.

هنالك فئة صغيرة وهامشية وقفت ضد سوريا والمقاومة حين كانت تقاوم إسرائيل، ولكنها تقف الآن مع النظام، حين يذبح شعبه. هل هنالك كائن كهذا؟ نعم موجودون وغير مهمين، وهم ويحرضون أيضا على من يقف مع الشعب السوري. ولا بد ان دوافع دنيئة شخصية أو طائفية أو غيرها تدفعهم. فقد وقفوا حتى ضد المقاومة في حينه، ولم يؤيدوا سوريا إلا حين اعتبرت السلام مع إسرائيل خيارا استراتيجيا، والآن يؤيدون النظام وهو يقتل شعبه.

النّظام السّياسي السّوري وقضيّة فلسطين: الحقائق والأساطير

"مع تزايد استخدام النظام السوري لخطاب المقاومة وفلسطين في التعامل مع الثورة الشعبية السورية كمؤامرة خارجية تبرز أهمية المراجعة الموضوعية لمواقف النظام السوري من الفلسطينيين وقضية فلسطين منذ تسلم حزب البعث السلطة. والهدف هو إنصاف الحقيقة، عبر إظهار الوقائع وتفكيك الأساطير ووضع هذا الخطاب في سياقه التاريخي. هذه ورقة مقدمة للشباب والمثقفين لكي تتكون لديهم فكرة افضل حول هذا الموضوع الذي ضاعت ملامحه وراء الشعارات، واختفت خلف براغماتية من يرفعها.

لا تشكل هذه الورقة دراسة وافية لهذه المواقف، ولكنها تلخيص تاريخي نقدي يتعامل مع الوقائع كما هي، يتوخى الحقيقة، ولا يدعي الإلمام بكليّتها.

خاتمة

يمثّل التمعّن في هذه التّجارب مدخلًا لانتقاد النّظام السّياسي الحالي في مزايدته المستمرّة في القضيّة الفلسطينيّة، ودليلًا على استغلاله الوظيفي لها إعلاميًّا وسياسيًّا في قمع معارضيه. وما اعترافُه بالدّولة الفلسطينيّة في حدود عام 1967 أثناء الثّورة، وإرساله مجموعة من الشّباب الفلسطينيّين في عام 2011 إلى الحدود مع الجولان المحتلّ في ذكرى نكبة فلسطين، ونكسة حزيران، إلّا استمرارًا لهذا النّهج في استخدام قضيّة فلسطين دون أدنى التزام تجاه الفلسطينيّين أو السوريّين. حيث فتح النّظام في ذكرى النّكبة الـ63 الحدود لأوّل مرّة أمام المتظاهرين، بعد أن كان يمنع حتّى التّفكير في الوصول إليها، وتركهم في مواجهة الرّصاص الإسرائيلي ما أدّى إلى مقتل عشرات منهم، بهدف التّغطية على قمع الاحتجاجات التي تعاظمت ضدّه في تلك الفترة. ولقد جرى استخدام الشّباب الفلسطيني المتمرّد على قياداته وعلى لفظيّتها الثوريّة بكلّ بساطة كوقود لتحصيل عوائدَ رمزيّة في السّياسة.

يسجَّل للنّظام السوري أنّه ظلّ رافضًا للسّلام المنفرد مع إسرائيل، وأنّه آخر من انضمّ للتّفاوض حين قبل معادلة مدريد. ولكنّه حين قبل بالتّفاوض فقد حوّل السّلام مع إسرائيل إلى "خيار إستراتيجي" بشرط استعادة الأرض السوريّة المحتلّة عام 1967 كاملة. وهو لم يشرط السلام بإحقاق حق العودة، مثله كمثل الدول الأخرى التي ذهبت باتجاه السلام المنفرد. وهذا النوع من السلام المنفرد مهد لشعارات الأردن أولا ومصر أولا، وفي النهاية اتجهت الأمور الى سورية أولا من دون حل لقضية فلسطين. وقد سبقته القيادة الفلسطينيّة إلى التخلّي عن مسار مدريد وتوقيع اتّفاق منفرد، وتبعها الأردن في اتّفاق العقبة. لقد كان النظام السوري هو الأخير الذي هب بهذا الاتجاه، ولكن بنفس شروط سابقيه.

كما يسجّل له استضافته لفصائل المقاومة الفلسطينيّة الإسلاميّة حين لم توافق أيّ دولة عربيّة على استضافتها، وعلى الرّغم من منعه للمقاومة من أراضيه في إطار تطوّر منطق الدّولة في سورية.

في الحقيقة لم يكن لدى النّظام السّوري جدول أعمال جدّي وواضح للتّعامل مع القضيّة الفلسطينيّة، ولم تتوافر سياساته وممارساته على رؤيةٍ شاملة وتصوّرٍ واضح عن السّبل والمراحل ووسائل الضّغط والدّفاع والحرب، وكان يقاربها على الدّوام من خلال تكتيكات ومقايضات تخدم استمراره في الحكم وحسب. وقد بدأ وتطوّر قوميًّا في سياساته تجاه فلسطين وانتهى قطريًّا، بل وأكثر من ذلك انتهى مهتمًّا بحماية نظامه قبل أيّ شيءٍ آخر.

لقد برّر النّظام استبداده وحكمه الشّمولي بتجميع القوى وحشد الطّاقات لتحرير الأرض والصّراع مع إسرائيل، لكن بإمكاننا -ببساطة- اكتشاف أنّ شعاراته المرفوعة بشأن القضيّة الفلسطينيّة لم تكن متوافقة مع الإمكانيّات الحقيقيّة على الأرض من جهة، كما نكتشف عدم الجدّية عندما عزل شعبه عن معادلة الصّراع. فقد هيّأت سياساته أوضاعًا سياسيّة واقتصاديّة ومجتمعيّة قادرة في كلّ لحظة على إعادة إنتاج الهزائم والكوارث، إذ من البديهي القول إنّ من يهزم شعبه ماديًّا ومعنويًّا خلال عمليّة فرضه للاستبداد لا يستطيع أن يهزم الأعداء، ومن يزرع الاستبداد لا يحصد إلّا انهيارًا في الدّاخل وخسارات في الخارج. فالمعركة مع العدوّ الإسرائيلي وخدمة القضيّة الفلسطينيّة تتوقّفان بالدّرجة الأولى على إنجاز التقدّم في الدّاخل السّوري. وهذه الحقيقة كانت واضحة لدى الشّعب السوري، وعبّر عنها في شعارات الثّورة السوريّة التي أعلنت أنّ اللّعبة القديمة لم تعد تنطلي على أحد، لعبة تأجيل عمليّة التّغيير الوطني الدّيمقراطي أو تجميدها بحجّة الصّراع مع العدوّ الإسرائيلي، لأنّ التهتّك الداخلي هو الأساس الموضوعي لجميع آليّات الهيمنة الخارجيّة.

"While protesters were fighting street battles with the military police in Cairo last week, Egyptian officials were bowing courteously before King Abdullah of Saudi Arabia asking forgiveness for the unruly behaviour of demonstrators outside his embassy in Cairo.

The demonstration outside the Saudi embassy had been triggered by the arrest of an Egyptian lawyer at Jeddah airport for allegedly trying to smuggle illicit substances into the kingdom. The Egyptians suspected foul play, saying the man was framed because he had campaigned on behalf of his compatriots held in Saudi jails without due process......

The official Saudi response, however, was amazing.........

Now, though, the official supplication before the Saudi monarch has paid off – the ambassador has returned to Cairo. The storm may subside, but only for now. Critics have described the high-powered visitors to the Saudi monarch as grovellers, a delegation of shame that included the Islamist speakers of upper and lower houses of parliament (both members of the Muslim Brotherhood), prominent Salafist clerics and other figures known for their sycophancy.

The whole drama underlines two important things about Egypt and about the Saudis, as well as other Gulf rulers. The arrest of the lawyer has tapped into resentment among Egyptians regarding their treatment by the Saudis – especially under the odious "sponsor" system, according to which migrant labourers are deprived of basic rights. (There are about 2 million Egyptians who live and work in the kingdom.) The reaction on the streets of Cairo and other cities was also a stark illustration of what post-Mubarak Egypt is like: rebellious, chaotic, irreverent and determined to defend its sense of national pride (true or imagined) after decades of ignominious clientelism under Mubarak.

And it's precisely this that worries the Saudis and the Gulf emirs, and may explain in part the unusual Saudi reaction. It's no secret that they have been terrified of the prospect of the Egyptian "contagion" spreading to their societies. They tried until the last minute to prevent the fall of their best buddy in Egypt, Hosni Mubarak. They have also tried and failed to prevent his trial. Putting the old man in the dock has turned the Gulf's patriarchal order upside down.

However, the Saudis and other powerful Gulf players have tried to influence events by other means. Financial arm-twisting is the one they know best. They have withheld aid for the rapidly depleting state coffers in Egypt and dispensed their largesse on their Salafi friends and other Islamist allies in Egyptian society, ensuring a broad and thriving ultraconservative constituency that advocates the Saudi way of life. This will ensure Egypt does not turn into the menace they fear most: an open, secular, multiparty democracy......

Ironically, among the countries that feel the impact of Egypt's revolutionary fervour and disorientation are two at the extreme ends of the spectrum: Israel, which had its gas supplies from Egypt cut as a result of growing popular pressure, and now Saudi Arabia. In both cases, perceived injustice and national pride have played a crucial role, and any future leader in Egypt will ignore that at his peril........."

بل إن الآفاق لتحرير كل فلسطين أخذت تلوح من بعيد بإمكان ذلك. فإن ما يجري اليوم من متغيّرات عربية وإسلامية وعالمية، ولو طال الزمن أو تعرّج الطريق وتعقدّت الأوضاع، ماضٍ، إن شاء الله، في هذا الاتجاه وإلى تلك النتيجة.

".......The Oslo team has failed to deliver on its promises to establish an independent Palestinian state. Under Oslo team leadership, the vast majority of the Palestinians in the occupied lands are poor, living on donors’ handouts, fearing the confiscation of their land, subjected to ethnic cleansing, family separation and home demolition. They experience daily humiliation creeping for hours along the pocked, blockaded roads assigned to them by the Israelis. The Palestinians are living under military rule in disconnected enclaves, surrounded by sprawling massive Jewish settlements, Jewish only roads, and the separation wall; or they are living in the besieged Gaza and millions are left homeless without citizenship in refugee camps.

Due to their failed policies, the Oslo team has disqualified themselves politically and legally from leading their people. Time has come to declare the Oslo “peace process” is over and allow a new leadership that thinks differently to step in. The new team should reject imposing Jewish hegemonic conceptions on the millions of Palestinians as individuals or groups. They should demand equality within the framework of one state over all historical Palestine."

"The image of Iran in the Arab public mind has changed during the last three decades. Its popularity has declined on the Arab street; albeit for reasons that are nothing to do with the concerns of Israel and western powers. It would be a mistake to depict the widespread Arab concerns over Iran as an act of support for an Israeli or American war against it....

The Arab spring has inspired the region's people with a vision of change. Yet, there is a long road ahead before they attain political and economic stability. This entails the writing of constitutions, building state institutions and stemming economic decline. In other words, they are in a process of transition. It is a period that requires peace and internal agreement on priorities. A war with Iran would distract attention from the needs of the democratic transition to focus on demands of war. While it is easy to predict its beginning, it is almost impossible to presage its end. War would redraw alliances and elicit external intervention into the affairs of states and groups. In the event, the Arab spring would end and be replaced by a Middle East autumn, one which would not give the region and the world anything but misery and danger."

"(New York) – Egypt’s parliament on May 6, 2012, approved amendments to the Code of Military Justice that failed to end the unprecedented expansion of military trials of civilians, despite pleas for reform from the legal and human rights communities, Human Rights Watch said today. In 2011 more than 12,000 civilians, including children, faced unfair military trials which fail to provide the basic due process rights of civilian courts, more than the number of military trials of civilians during 30 years of rule by former president Hosni Mubarak.

The military has continued to try civilians before military tribunals in 2012 despite promises to limit the practice. More than 300 civilians arrested since May 4 in Cairo during the clashes near the ministry of defense in Cairo are now also scheduled for military trials.

“It’s shocking that this elected parliament has failed to take the basic step of protecting Egyptian civilians against an inherently unfair military justice system,” said Sarah Leah Whitson, Middle East and North Africa director at Human Rights Watch. “Parliament’s failure to ban a major abuse of the military government betrays campaign promises to deliver justice to all Egyptians.”......"

"(New York) – Yemeni security forces have arbitrarily detained dozens of demonstrators and other perceived opponents of former president Ali Abdullah Saleh since anti-government protests began in February 2011, Human Rights Watch said today. Human Rights Watch documented 37 cases in which security forces have held people for days, weeks, or months without charge, including 20 who were picked up or remained behind bars after the November 2011 power transfer.

Twenty-two former detainees told Human Rights Watch they were subjected to torture and other ill-treatment, including beatings, electric shock, threats of death or rape, and weeks or months in solitary confinement. Human Rights Watch also interviewed relatives of five protesters, opposition fighters, and others who remained forcibly disappeared or held without charge, as well as two people being held in an unregistered jail by the First Armored Division, which defected to the opposition in March 2011. Human Rights Watch called on both government and opposition forces to immediately release everyone they are still arbitrarily detaining.

There’s no serious prospect for a new era of respect for human rights in Yemen as long as security forces can detain anyone they want, outside any semblance of a legal process,” said Sarah Leah Whitson, Middle East director at Human Rights Watch. “The transition government should ensure that all security forces immediately get out of the illegal detention business.”......"

Slamming the door to justice on Palestinians

What can Palestinians do?

Given how determined the United States and its clients are to block all official channels for redress and justice for Palestinians, it is clear that Palestinians and those who support their rights must intensify their efforts by other means.

This would include mass mobilisation, the option of resistance through all legitimate means and building international solidarity especially through the campaign of boycott, divestment and sanctions (BDS) on Israel.

Right now the battle is being waged by more than 1,500 Palestinian political prisoners on hunger strike, subjected to a cruel system of prolonged detention without charge or trial, or conviction by Israeli military kangaroo courts, and to inhumane and illegal conditions of imprisonment.

The most urgent cases are of ten hunger strikers, who are gravely ill and close to death, and who are still being denied family visits and access to independent doctors and lawyers.

The Susan Rices and William Hagues of the world are not only silent about these crimes, but fully complicit in them.Former prisoners and hunger strikers have said that even the smallest demonstration, the smallest acts of solidarity anywhere in the world - which those still in Israel's jails might hear about on smuggled radios - make an enormous difference to their morale.So we must not sit by in despair; it remains up to all of us to put as much pressure on Israel and its accomplices as citizens can."

Because I fear very much that the video of Alem Dechasa's recent torment in Beirut is all too typical of the treatment meted out to foreign domestic workers across the Arab world (there are 200,000 in Lebanon alone)....

The Syrian revolt, the Bahraini revolution, the Arab Awakening, have simply washed Alem Dechasa's tragedy out of the news. How many readers know – for example – that not long before Ms Dechasa's death, a Bengali domestic worker was raped by a policeman guarding her at a courthouse in the south Lebanese town of Nabatieh, after she had been caught fleeing an allegedly abusive employer?

As the Lebanese journalist Anne-Marie El-Hage has eloquently written, Ms Dechasa belonged to "those who submit in silence to the injustice of a Lebanese system that ignores their human rights, a system which literally closes its eyes to conditions of hiring and work often close to slavery". All too true......

Saudi Arabia long ago fell into the habit of chopping off the heads of migrant workers who were accused of assault or murder or drug-running, after trials that bore no relation to international justice. In 1993, for example, a Christian Filipino woman accused of killing her employer and his family was dragged into a public square in Dammam and forced to kneel on the ground where her executioner pulled her scarf from her head before decapitating her with a sword....."
